Anyone who can use a file (carefully) can do that for you, but be careful about this. Modifications to the frame are going to be permanent, and any substantial change in the height of your front sight will cause your gun to shoot higher.
It used to be fairly common for gunsmiths and armorers to adjust small left or right POA-POI divergence by filing one side or the other of the rear sight notch in fixed sight revolvers, but I don't see anyone talk about this much these days.
