I use a cheap electric razor to do the same thing. Strap it on to the powder tube with radiator clamps or tape it and turn it on. It will vibrate just enough to do the trick for me. I use it on the plastic tube on my RCBS and REDDING throwers and you can even use a battery powered one. Don't have a Dillon. When you use a heavy load of powder just leave it turned off.
