I don't actually trust any manual to the point of starting out with a max load - too many variables. I will use most of them as a general guide but certainly do not expect to get the results listed in the manual, especially with revolvers.
That said, I do like the Lyman manuals for revolvers ever since about #47 and the Cast bullet handbooks - they predominantly use a 4" vented test barrel for pressures (though they also use real guns for other data as well).
Even so, I always start low and work up!
