Welcome to the forum Marc. Matte blue 19's are a bit unusual. There are known 19-5's with matte finishes. They were sold to the Conn. State Police and the US State Department with 2 1/2" barrels and round butts. I have one of the State Dept. guns. You may want to look closer at the model marks under high magnification. What is your barrel length and grip frame type? Hopefully there are members here who can give you more information.

Heer Are some pics. It is marked 19-3 and Not 18-3(my eyes) Nummer is 8k87xxx. The finish i gruess is Not original but it shoots great.

My guess would be a refinish as well, and the stocks are a later factory type known as Combats. The SN puts it as shipping in 1975. Enjoy!

Hard to tell from your picture, but if it not an applied finish your 19 may have been bead blasted. I just purchased a model 64 2" that had been a CA Dept. of Corrections that had been bead blasted. The finish is a little dull but most of the marks and scratches were removed. The gun had been shot little, carried a lot but looks good with the matte finish.
