k9gus take a look at Corbon Powerball, for an alternative. Might want to quietly inquire if your AGs office has a ruling on whether it is classified HP as such for legislative/prosecutorial purposes. If they have cleared it, get that in writing (caselaw, judicial findings, photocopies of internal memos or standing directives all work for future docu purposes), if not, be quiet & get the ammo, sometimes it is better to ask foregivness than permission. If they had not specifically ruled out these hybrids then it leaves open the argument that you were abidding by the letter of he law, shame on them. Federal was also producing EFMJ, Expanding Full Metal Jacket and it was marketed as such. I am SP N of you & have played w/both and they expand reliably in clothed ballistic media. The Fed EFMJ was only avail in auto calibers at time but maybe that has changed. Another option is get a 9mm revolver that loads w/moon clips & stuff it w/the EFMJ, ballistics are better than the 2" 38 you are carrying now in the same size platform. S&W 940, Ruger SP101 are both past production, Taurus had a more recently produced 9mm revolver. If you look at a 940 stay away from the no dash generation, reliability can become an issue/project w/some individual pieces.
