I just acquired a 99% HE 2nd Model 6.5 Inch .44 Special Target in the 21xxx range and I believe it was built on a Military Frame as it has an Eagle Head Springfield Armory Proof after the serial number on the frame (opposite the crane). I'm told there were very few of these in the target version. Any idea what it does to the value?

Welcome to the forum.

Nothing unusual about this gun. Many 1917 frames with the military inspectors eagle head stamp in inventory after the war were used to build commercial 1917s and 44 HEs.

The 2nd model 44 targets are scarce. But value depends on originality and condition. A photo or at least more info: original grips, any abuse, changed parts, etc. Could be in the $2000 range with 99% finish.

Can you post some good, clear photos?

welcome01 to the forums from the Wiregrass! I hate to be picky, but there is no serial number inside the yoke on a S&W revolver of that age. Any numbers there are typically assembly numbers. Hondo44 will come along and give you all six or so locations where the SN is stamped, but the common areas are under the barrel of the gun, on the rear face of the cylinder and on the bottom butt frame of the handle. So, it is likely that the 21xxx number you gave us is incorrect if you got it from inside the yoke.
