Wife was shooting her S&W 63 .22lr and a problem developed with the "2 inch long bridge" that holds the sight. Sorry for not knowing the technical name for it. But it's that black plate that has a screw above the barrel and another closer to the sight blade (I hope I explained it OK). Looks like a mini-surfboard. No matter how often I tightened it the plate would become loose the the sight would wobble all over the place. Is this a loctite fix or something that needs to be sent back?

I think you are talking about the rear sight. The front screw attaches the sight to the revolver. The rear screw adjusts the sight up or down. If you are "tightening" the rear screw your aren't tightening it, but only lowering the rear sight. If it's the front screw you're turning, it could just need a drop of Locktite to keep it secure. Blue would probably be the best.

It's part of the sight for sure, but it's the entire top assembly that keeps coming loose.

A dab of blue locktite on the front screws threads will solve your problem, however so will tightening that screw down good and tight with a properly fitted screwdriver.

One warning. If you happen to remove the sight assembly by sliding it towards the rear of the gun you'll find that rear screw has a dovetail nut threaded on it. You'll also find that getting that tiny little nut engaged in the slot in the frame is a bit tedious and will try your patience. Point is, do not remove the sight unless you like testing your ability to not throw stainless steel revolvers through the nearest window.

Remember to thoroughly degrease before using Locktite. Pure acetone or rubbing alcohol on a q-tip works great for screw holes.

ACORN is correct on the type of Locktte to use. If you use anything other than blue on small screws, like those on sights, you might just as well weld them.
