I believe this must be from around 1975. The S&W Project-A-Flare Signal Kit. Kit has a pen like launcher and comes with 8 flares that reaches 300 feet altitude. Has a blister pack with 8 more refills. Kinda cool

These kits were in the S&W Marine & Safety catalogs for several years in the 70s. You occasionally see them for sale at gun shows, etc. They can be very tricky and subject to firing w/o warning. A friend of mine almost lost his motorhome when he accidentally dropped a cocked and loaded one onto the cellulose carpet that immediately caught fire when the flare went off. Ed.
