Shield 9 Plus witness holes don't show brass at any level

I just bought a new Shield 9 Plus. The 13 round mag only takes 11 rounds new and I know it will eventually break in and take a full load. My problem is that it doesn't show anything but the mag springs in the witness holes when it's fully loaded with 11. The 10 rounder does the same thing with 9 rds but it will take the 10th round and then it shows brass in all the witness holes. The 13 rounder doesn't show brass with any number of rounds in it. If the witness holes do not show brass when partially loaded then it defeats the purpose. Anyone else have this problem. FWIW - I have another Shield 9 Plus that I bought about two months ago (serial numbers are very close) and it shows brass in the witness holes at any level. Warranty issue or what?

Use an uplula loader to get those last 3 rounds or so in…after checking to make sure the spring and follower are set, as said.
Let them sit fully loaded for a couple days… and use ‘em.
I have 6 13 rounders. 2 left full, one in pistol, one backup, and 4 I rotate for practice.
When new…they were all a bear to fit the last 2 rounds in even using the loader… by thumb, damn near impossible.
never had an issue with witness holes, all were true for me in 13, 10 and my 2 15 rounders.
 
I’d disassemble the mag and ensure the spring engages the follower correctly.
I've disassembled the mag and all is good. I need to correct one point. When you load the mag full (11 rounds for now) and remove one round at a time, you can see brass on every other one.

I'm using an Uplula but the last two rounds just won't go right now. I've been through this before with Shield mags and I know to just let the 11 rounds sit for a few days and it will take the other two eventually as it breaks in. I don't have a problem with that.
 
So you see it on the even numbers when there's an even number of rounds in the mag? (Sorry if I'm missing your point)
I didn't explain that well. When there are an odd number of rounds, all the holes are dark (no brass showing). When there are an even number of rounds, brass shows in all the holes for that number of rounds.
 
I just looked at the 13 that's in my gun. When loaded to 13, the even holes don't really show. When loaded to 12 all the even holes show brass (no hole for 12). I'm guessing it works poorly when loaded to 11, so don't do that.

You just have to muscle the last 2 in when it's new, probably harder than you think you should. I use an Uplula.
