Just like shipping the entire firearm,,alot depends on who's behind the counter when you walk in the door. Doesn't matter which shipper you're talking about, most of the time they really don't know the rules and shoot from the hip,,,and it's usually not to your advantage in the matter.
Just a couple of weeks ago I was told I couldn't ship any firearm unless the firing pin was removed. Hadn't heard that one in a long time, but it shows what you might run up against at any of the outlets.
Know their regs before going in. It can avoid alot of hassle and delays.
It was a while back, but one point I shipped out alot of ammo and primers and used FedEx.
From FedEx 'Rules Tariff'
L.....Carrier will transport small-arms ammunition when packed and labeled in compliance with local, state and federal law, and the Hazardous Materials section of this Service Guide. Ammunition is an explosive and must be shipped separately as hazardous materials. You agree not to ship loaded firearms or firearms with ammunition in the same package.

Packages containing cartridges are marked 'ORM-D/Cartridges, Small Arms' (NO HazMat fee for loaded ammo or primed cases but you must declare the contents and mark the package with the proper lable)
Also in the FedEx Tariff under 'Hazardous Materials Shipping/ Accepted Materials for shipment' is 'Class 1.4 Explosive' (except fireworks).
Small arms cartridges primers are 'Class 1.4 Explosives'. The original heavy cardboard sleave box (5000 count) is factory marked for Class 1.4
If you repackage into another container, the outside needs to be marked properly/labled (1.4/Explosive 1.4)
HazMat notification is made to the shipper. HazMat fee due on primer shipments.
