Is it legal to ship a gun to someone in California without the Hi Cap mags and ship the Hi Cap mags to a family member in a state where they are legal?????

You can't ship a gun to an individual in another state legally without using a FFL in the receiver's state. There is also the problem that some California FFLs will not accept a shipment from an individual.
Whoever is getting the gun in CA needs to make arrangements with their FFL before anything gets shipped.

Thank you for your reply. Yes, I understand about getting an FFL from the buyer and I will be using an FFL dealer to ship.

If you are conspiring to circumvent the CA law and smuggle the banned magazines into CA through a third party, you are subject to prosecution. There are also implications with Federal law if the interstate transfer goes into a banned state. In my personal opinion, such an act is both illegal and stupid.

If you are outright selling the magazines to a disinterested third party with no intent to circumvent the CA law, that is a different question.

I have refused some private sales that would have been technically legal if the person had not spilled the beans about his intent to circumvent a law. I don't like anybody enough to get involved in that.
 
Two separate and different transactions.
Shouldn't be any problems.
However, if somehow, somewhere, the two manage to come back together, there probably will be some laws broken if still in CA.
