Folks like King's converted pre-war long actions to custom short actions (speed action I think they called it?). They shaved the back of the radius and moved the pivot pin hole on the hammer, similar to the K22-40 pre-war 'short' action design. The same could probably be done to make a short action hammer fit, but it would take a lot of skill.
That said, finding a 1917 (any pre-war N frame) hammer shouldn't be too difficult. Post a WTB in the classifieds here and you'll likely come up with one.
