The 9th Circuit has refused to grant an "en banc" hearing following the decision on Peruta v San Diego County. The short version of this is that it makes California, and probably all the other states in the 9th district, shall issue for concealed carry. The states that benefit most from this decision are California and Hawaii.

Basically, where it was extremely difficult to get a license to carry in California, now it will be much easier. This case ruled that "personal protection" is a just cause. Which means, as long as you have a clean criminal record, they have to issue you a license to carry.

Of course, the legal system is extremely ponderous. There are still two avenues for the state to appeal. However, it is likely, based on the decision released today, that those appeals will also be denied.

THE 9th Circus said WHAT!!!!!! You mean they finally had some common sense. Guess that Supreme court decision finally reached the left coast Hurray and Congrats to all that worked on the case Bout time some sanity broke out over there
 
The 9th Circuit also denied the right to appeal for en banc to the State of California, and the right for the California State Police and the Brady Bunch to participate as "friends of the court" or amici.

The northeast states are probably begging California to forego an appeal to the Supreme Court. Considering the powerful and scholarly opinion issued by the 9th Circuit, shall carry could easily become law of the land.

The court specifically ruled on the policy of the San Diego Sheriff regarding just cause for issue, not the constitutionality of any state or federal law. We'll see how that affects other states and territories in the 9th Circuit. Many counties in California already grant permits for self defense, but not Southern California and San Francisco (Marin).
 
Just like the changes here in IL, the ruling in CA is good, if surprising news. its a shame that recognition of our rights has to come from the courts instead of our legislatures but seeing the 2nd Amendment strengthened is always a positive development. Someday our concealed carry licenses will be like driving licenses and given full national recognition.

Well then you should believe it now. Counties that weren't issuing at all are now issuing. Counties that have issued sparingly have doubled their output.

The county where I live hasn't gone up much, but they already issued them on a "shall issue" basis.

Make no mistake, this is still California. Many agencies will work hard to try to deny applications as much as they can. Even so, I expect to see about 10,000 new licenses (to those who couldn't even apply before) issued state wide by the end of 2015.
 
Well then I hope it continues to work out for people in California.
