The 9th Circuit has refused to grant an "en banc" hearing following the decision on Peruta v San Diego County. The short version of this is that it makes California, and probably all the other states in the 9th district, shall issue for concealed carry. The states that benefit most from this decision are California and Hawaii.
Basically, where it was extremely difficult to get a license to carry in California, now it will be much easier. This case ruled that "personal protection" is a just cause. Which means, as long as you have a clean criminal record, they have to issue you a license to carry.
Of course, the legal system is extremely ponderous. There are still two avenues for the state to appeal. However, it is likely, based on the decision released today, that those appeals will also be denied.
