I just wanted to find out about swagging .22 hulls into .224 bullets. I have seen several video's on youtube and am really interested in the up front costs and materials needed to get started.

Started during WWII I believe. Google it and find out what you need. I am pretty sure you need a heavy duty press. That is how RCBS got started, BS stands for bullet swage.
 
The tools to do it are pretty expensive unless you do a whole bunch of them.
 
I am trying to get as much done in house as much as possible and being able to make plated bullets at home would help cut out a lack of supplies on the market.
