Yep a gunsmith special. Clearly not factory but very functional. 1950's or '60's style front sight construction; usually by smith's accustomed to sporterizing rifles and those front sights.
Yes it had a 1/2 round front sight but that's long gone. Looks like the front blade is a bit too tall so shoots low and why the rear sight is adjusted a little extra high.

The tall front sight will make it shoot low, not high.
