3. caliber .30 caliber the same round of ammunition as an m1 carbine.
4. action type bolt action.
5. rear sight military aperture adjustable for windage and elevation mounted on a small rail in front of the rifles bolt action
6. front sight a military post sight.

What is your proposed course of fire?

Good shooting.

30 Carbine is not a good choice for a target rifle meant to be shot from a bench. It's such a weak cartridge with poor ballistics that it would be almost worthless at longer ranges.

It kinda sounds like you want a service rifle. If that is the case you might consider getting an nice original M1 Carbine and sending it off to someone who does high quality restorations. Or, if you don't have your heart set on 30 carbine, a 1903 Springfield or M1 Garand similarly restored to NM quality. Alternately, a NM M-16. Lots of good choices out there.
