As far as TX being dependent on Federal money...
Anyone old enough to remember when TX turned down Federal road funds and refused to go '55' with the rest of the country?
There have been several instances of TX refusing Government money because of the 'strings' attached. Other than SSI, Medicare and a few other U.S. entities, there's not a LOT that TX depends on the U.S. Government for. Yes... There are Military Bases here, but there are U.S. bases in Foreign Countries too. TX could probably Secede and charge the U.S. to 'keep' its bases in place.
Anyway... Back on topic...
I'd like this bill to pass, but like secession, I'm not holding my breath.
