Thad Rybka holster question

This picture was posted back in 2008 by Rob_Garrett who I sent a PM with no response. This is a Thad Rybka holster. Thad has always inspired me in my holster design. What is the strap hanging on the front used for? Maybe part of a body harness?

Looks like an IWB belt loop to me.
