USPS insurance question

If you buy something, let's say in the classifieds here, and it arrives well-packaged but damaged and the package is insured, who initiates the insurance claim? Buyer or seller? Thank you.
 
If I recall correctly, the person who bought the insurance would file the claim. That would usually be the shipper. I had to file a claim, but it was a decade ago. Things may have changed.

EDIT: This made me wonder, so I went to the USPS website and found the following:
How to File a Claim
Either the person who sent the mailpiece or the person who received it may file a claim for insured mail that is lost, arrived damaged, or was missing contents. The person filing must have the original mailing receipt. Each claim must be filed within a certain time period and include proof of insurance, value, and damage.

My USPS said it's the person who shipped it who needs to file for lost/damaged/not arrived on time goods.... but on more than one occasion they let me file as the recipient.
Call them and be polite. ;)
 
Postal Regs say only the shipper can initiate an insurance claim. Furthermore USPS will only make payment to the shipper.
 
Which has always made me wonder, Sellers often say if you want the item insured you need to pay/add an extra fee to the sale's price for it.

So you send them $$ for an item, they use your $$ to buy the insurance, it gets lost/stolen & you never receive it, then the Seller goes to the P.O. with the receipt & files a claims, & ends up getting paid twice for the item.

A dishonest Seller could double dip in such a situation.

The Seller/Sender should be the one paying for the insurance, not the Buyer/Receiver.

Did you read that link to the actual USPS rules on this? If you did, your response is then duly noted . . .
