A bill will soon be introduced in Utah to allow anyone over 21 that has not committed a felony to have the right without a concealed permit to pack concealed or open carry.

A concealed permit would still be required to carry in a public school and university.

As a Utah concealed permit holder I am not sure how I feel about allowing anyone over 21 that is not a felon pack.

I think requiring a person make the effort to sit through a 4 hour class, get fingerprinted, photographed etc may weed out folks that may be law abiding citizens but ignorant when it comes to proper gun handling.

Well, I think there are currently 3 states with no permit or qualification required to carry. Heard of any problems from those places? Neither have I.

Before 1900 it was routine in most of the country that anyone (even youngsters) could and did carry firearms. Are the history books full of accounts of mass shootings and accidental deaths? Nope.

Bear in mind that a few years ago when the carry permit craze swept the nation many cops and newspapers predicted blood in the streets, massive numbers of accidental shootings, and all manner of mayhem.

Didn't happen.

I agree, when I applied for my KY CCDW permit we had an 8hr. class and then a 20rd qualification on the gun range.

No issues in AZ and we have constitutional carry ;) I can't disagree that more education is good. I just don't like government mandatory classes. They always seem to be just going through the motions.

Arizona and a few other states have no CCW previsions and there don't seem to be serious problems in those states, at least with regard to past non-felons all of a sudden shooting people.

People that have a criminal mindset are quite likely to have committed a felony by the age of 21.

I see no problem with this legislation and I wish all states would adopt "constitutional" carry attitudes.

Is the 4 hour class and other requirements in place now, before this bill is being introduced ?

Yes. I am in the process of filing in Utah and Florida. For Florida, I have to send my DD214 to show that I was in military service and exited with other than a dishonorable discharge. To complete my Utah permit, I had to schedule a class and will be attending that next month. ($100 and 4 hours).

I was 18 when I moved to Texas (USAF bootcamp and then stationed there). For the seven years I lived there I carried. I didn't shoot anyone. 18 or 21 shouldn't be scary if you are educated correctly. My father had guns in the house (CT State Police, retired) and we learned firearm safety in Boy Scout summer camp! It is about being responsible and educated. If gun safety and basic economics were taught in school, we wouldn't have many of the problems we face today.

Excellent post, SaxonPig - right on target. I guess we either believe in the Second Amendment or we dance around the outside edge of it at our peril.

The problem with the dancin' is that the lawyers/law-makers never seem to be advocates for freedom. It always works out that they think freedom is great for them... but they are not sure it is so great for the rest of us. Since we can't seem to control those guys worth a hoot on almost any subject it's probably best they leave their hands off the Second Amendment.

If any problems flow from a person with a gun in public, I'm sure there are plenty of laws in every state that a police officer can bring to bear to deal with the problem.

I'm all for Constitutional Carry here in Utah and elsewhere. The four hours of classes covering the law here in Utah don't require anyone show common sense or proper firearm handling so I don't find that a legitimate concern or argument against Constitutional carry.

Here in Utah now if you qualify for the proposed Constitutional Carry you can get a permit. If you can't pass the background check then you wouldn't qualify to carry under the proposed bill. We as firearm owners need to support any loosening of firearm laws for law abiding citizens. More than that, I think at this time in our nation we need to push for more liberal gun laws. The 2nd Amendment doesn't say bare arms with a permit and permission from the government. It says “shall not be infringed”.

Let your legislators know you support Constitutional carry.

Bill and others

You convinced me that a constitutional carry State is ok. If its good enough for Arizona its good enough for Utah.

We have Constitutional Open Carry in Virginia. Still need a permit for CC... but we're working on it.

We've had it in Wyoming for about two years now. I was originally against it, not least because I used to help teach the NRA personal protection course, etc. I thought then and still think now that some people shouldn't ever go near a gun, but I haven't heard of any real problems with constitutional carry yet. I would have bet money on it, and I would have been wrong.

Plumb fooled me.

This really needs to be publicized. I think if more people knew that there are Constitutional Carry States out there, they may be more willing to fight for it at home!

The media sure doesn't present that when they go on about Notsofeinstein out west!

I do too - we all probably do - but I default to this position (stated earlier):

When we think of this topic, we have to remember to keep our eyes on the target. It is called FREEDOM. It gets squandered awfully easily by those "gentlemen" and "friends" in our various legislatures.
