That sure looks like a 6 shot cylinder to me. The M1891 was only 5.I think it is a 38 single action third model (caliber 38S&W).
So is the 1300 a good bet?
The star doesn't necessarily mean a factory refinish. It could be most anything that required a trip to the factory. First thing would be to determine the chambering. If it is a 38/44 or a 32/44 the cylinder should be bored straight through as the brass for the calibers was extra long and completely enclosed the bullet. 38 S&W would have slight throat, etc. The next step would to get a factory letter and see just how it left the factory. (The return could have been for the target sights or any other repairs.)I don't know how the factory refinish hurts the value
