Many vendors are doing this to preserve their stock and allow all their customers to be stocked, instead of one person coming in with a wad of cash and buying out the entire store.
Yes, money is money, but many smaller stores want to help ALL their customers (especially those who have helped them stay in business for years), not some stranger who has stopped there as the last store on the list.
Many of the stores around here are doing this. I have no problem with it.
