Were there any Victory models without a “v” in the serial?

Found one on GB with a “United States Property” mark on the topstrap but without a V in the serial. No other markings. Fake?

No. Guns with "United States Property" stamped on the topstrap are Lend/Lease. LL guns began shipping in Fall 1941 before the US entered WWII. The V wasn't added to the serial number until ~April 1942 when serials reached 999,999.
 
The BSR Victories often have British proofing stamps. Those were applied in England when the revolvers were surplussed out and sold to American importers in the 1950s-60s. British law required it. GI bringbacks will not normally have proof stamps, but they may have property markings from any of several countries.
