It's a Naptha torch.
The plain cylinder with the wick and the cylinder with the tube
both hold lighter fluid (Naptha).
When the wick is lit, it heats the tube and pressurizes the
naptha in it. Vaporized naptha exits the tube and burns with
a very hot flame. Tube has a pin hole in the end.
