vrichard, Just a guess but to me it looks like it may be a pea from a large balance scale. The most common type of these scales is the old cotton scale with a 4# pea. The slot under the handle looks to be there for a reason and can't be sure but it looks like the top of the slot is pointed like it should fit into a grove. My Guess!!!!!

Oldiron is right,it was used on a large balance scale where they loaded railroad cars
with coal.
 
I thought it was a kettle bell (used in weight lifting, and body building), but the handle configuration and a lack of its weight being prominently stamped on it makes me doubt that I'm correct. I'd really like to know what it is.

I believe that it's a milk crate with some kinda black thing on it...
