Why don't promoters have a hidden shooter to counter these attacks?

As for the Secret Service deploying counter-sniper teams, pre-clearing venues etc.: Yes, they do. They also have pretty much unlimited taxpayer funds to protect a single person whose importance is largely symbolic, and they can basically remodel a city for a few hours to do so and disrupt whoever's life and business they feel necessary for that purpose.

Not a valid model for any commercial or civic venture.
 
I'm not much interested in living my life under the gaze of a sniper. Freedom has risks. Sometimes bad things happen. I'm not willing to give up my freedom in a futile attempt to eliminate risk.

I couldn't agree more with this, but I imagine sooner or later the counter-snipers will start showing up, whether we like the idea or not. And I would not be at all surprised to learn they are already there, in some venues. I thought I heard some comment on TV about NYC having "sharpshooters" on duty at the Times Square New Years Celebration this past January... ? Anyway, when they do show up I'd expect they will come from police SWAT teams, not freelancers hired by promoters.
 
If the shooter had thought to disable the hotel smoke alarm he would have been able to shoot much longer.

You gotta be kidding!

Extremely loud rifle fire would be impossible not to notice immediately from any floor, room, or hallway within a hundred feet.

That smoke detector story is ridiculous.
