This is very interesting and confusing. NJ State police have sent an e-mail to NJ FFL about the Shockwave and Bumpstocks. According to reports, the NJ State Police said that the Shockwave was legal in NJ and that Bumpstocks are not. Let's leave bumpstocks out of this thread.
A top NJ firearm attorney, Evan Nappen, discussed the NJ State e-mail and indicates that the NJ State Police were incorrect in their analysis of NJ Law. Here are two links
The first link discusses why Mr. Nappen (pro-2A and an experienced advocate) believes that the Shockwave is in fact a destructive device under NJ law (i.e., because it is greater than 0.60 caliber and NOT a shotgun):
