I am a new 15-22 owner. I have only 600 or so rounds through it. I have never noticed how the rounds stagger or not. I have only loaded one at a time by hand and have never had a problem feeding.
That said, I just checked some mags loaded a week ago, they are not all staggered "correctly".
So, based on my "scientific" studies (read hand loading for correct staggering or not), staggering does not matter one i-o-ta!
As far as the clip vs. mag thing goes, some time ago, I read an article either in a gun magazine (hmmm, a clipping in a magazine??) or on their website that basically said that according to "old world" (going back to pre-WW1) terms and definitions, there is evidence that the two terms are interchangeable. This was by people that know and study guns, parts and history, more than most of us here.
No, I don't remember where it was that I read this, but it is true just the same. For me, I don't care if you say clip or mag, I know what you mean. It is not the same as confusing the two very different parts called extractor and ejector. They perform two very different jobs. Clips and mags both hold and/or "prepare" rounds to be fired.
To me they are the same when used in the context of loading rounds to be fired.
I put my loaded clip in the gun.
I put my loaded mag in the gun.
Tell me how that is different without knowing what "the gun" is?
But you still know what it means, don't you?
