And these are the NEW Magpul MAG291 PMAGs, which replace the MAG243.
Not sure what is new on them.

Well owning and using 10+ rd mags isn't illegal, building or transfering them if you never had any is which is why I need to block them to 10. Blocking them is pretty straight forward you get a spacer and jb weld and screw the spacer to the base plate and all it does is restrict the follower travel from accepting more than 10rds. You can also cross pin them for the same effect.
