I would expect when the manufacturers and distributors get stocked on ammo inventory then powders should start to trickle in again too.
They KNOW that reloaders are hoarders .
Think about it - if there are 500,000 guys waiting on 8 lbs of Varget - then that is 4 Million pounds and that is just if they get 8 pounds . That could take a while to catch up since all their components are going to loaded ammo for a while.
But hopefully in six months or so . Primers had become available, brass was here and there, many bullets are creeping through , so powders should follow along . Hopefully .
You have brought up an important point that many overlook and that is the number of people shooting rimfire ammo is greater than the number who own guns. An example is my immediate family. My 2 sons and their wives and my 4 grandchildren along with myself shoot rimfire ammo. Only 2 of us own guns and grandma here is the one who supplies the rimfire ammo to be shot. That's 9 people shooting 22lr but only 2 gunowners in the family. When you take that into account then the situation is worse than initially thought.
I've been stocking up on the suppressor .22 lately, way fun in the suppressed .22.
Problem is, I shoot a LOT when I go to the range. So, while not hoarding, I buy what I can as I shoot a lot of it.
If you shoot a couple hundred a year, don't buy thousands, let some filter to the people that bought a new .22 gun and can't shoot it because you have it all.

I find it interesting that the U.S. Postal Service is now stock piling .357 hollow points.
It used to be that mail carriers would use pepper spray on barking dogs...or maybe even just throw them a treat. Now I guess they're really going to show 'em who's boss. Better keep your Chihuahua on leash or some mailman is going to settle its hash with a 158-grain hollow point to the brain!
I now have 41000 rounds and I am not actively looking.
People do need to get a life. A guy I work with has over 100,000 rounds of .22, and he rarely shoots it, because he "doesn't want to use them up".
If I felt the need to shoot .22 like some of you folks seem to, I'd probably chuck all that and buy one of those pump air rifles that shoots .20 caliber pellets. 800 fps and whisper quiet without a Suppressor. No Draconian laws to worry about, no shortage of ammo and to all intent and purpose, the same weapon.
But where's the kaboom! There is supposed to be an earth shattering kaboom![]()

Sorry to put a damper on your "I shoot a LOT" suppressor fun but I choose to buy enough to shoot a couple hundred rounds a year and have enough saved back so I can do so for the next decade rather than leave it on the shelf for someone else who apparently has not read the tale of the ant and the grasshopper.
