You have proof of that? Be careful what you say=someone might actually take you seriously.

AP ammo is much more likely to pass through a bear. Like a buffalo, moose or any other large animal, you need something that will penetrate, break bone and impart energy to the target. Any energy expended on the other side is wasted.

There's also the danger of over-penetration (residential area) and killing or injuring someone behind the animal. Not to mention, what if a wounded bear injures or kills someone?

I have an M-1 and I have been charged by a bear. You WILL NOT have time to empty a Garand into him, certainly not accurately enough to matter. But, spray and pray, you might get lucky! Better one shot from any large caliber or a shotgun than several bad shots from someone wielding a Garand.

There are reasons wildlife officials don't use M-1s with AP ammo. They use shotguns.

Remember, I did my MS thesis on urban bears. I didn't have enough data to make a definite conclusion but my bears appeared to migrate from one drainage to another according to what day was trash pick-up. (I was looking at diet and home range size)

West Yellowstone has gone to bear resistant trash cans. If you don't know the community, two sides of the town are bordered by Yellowstone NP (literally, one side of the street is residential and the other is the park). Was very common to see bears nightly before they introduced strict laws on trash disposal including anti-bear trashcans.
 
I can see the Ocoee Bear Reserve that's in the Cherokee National Forest out my back door. It's common to see them in the area.
The only problem we have is "problem bears" that's been relocated from the Smoky Pk.

I drove two city blocks yesterday and saw 14 deer. I have seen black bear in the city, a young moose, turkey.

I have learned not to leave my picnic basket were Yogi and Boo Boo can get into it.
 
I've believed for years the animals are reclaiming their territory. Smaller ones, like raccoons, skunks and possums have been around a while. Now the bigger ones, like deer, bear and big cats are coming around urban areas. There are those who'd argue, (like my daughter, the scientist), but that's the way I see it.
 
So, if I understand you correctly, brucev has The Right to Bear Arms, but he does NOT have The Right Bear Arms? :D

We have bears out here, people don't treat it like any kind of a big deal. You don't bother them and they don't bother you.
They do make a mess out of dumpsters.
 
It is pretty common to spot some small black bear in our area, they see them swimming the river. I've found scat a time or two from them feasting on the farmers crops around us. Hell Ole Miss has a black bear as a mascott now that the colonel is officially a racist!

Just a quick aside: A few years back a guy proudly showed me the cell phone photo of the "wild turkey" he'd spotted in the city that morning. He outranked me by a lot in the organization we worked for, so I just said, "Imagine that!" or something innocuous, and refrained from telling him he'd photographed a turkey vulture. By that time I was just too old to "speak truth to power."
 
This is in my brothers front yard in northern Mass. He had just walked the kids to the school bus at the bottom of the driveway.
Gunter, my Great Pyrenees was in the back yard and never noticed a thing. We didn't bother him and he didn't bother us.

Regarding Gunter, the Pyrenees: When I was doing my bear research, my GSP Maggie went out with me when we trapped a bear, one time. Once he was knocked out, I let her out of the car. She sniffed the bear and went back to the car and went to sleep. (She tried to eat the landowner's cat, though!).

Late one night however, she did warn me of an untagged bear nearby while I was taking radio positions.
