Back in the day I wrote a guy a ticket for not having headlights. The empty light sockets were there, just no bulbs. He was outraged, telling me, "It's not ******* dark!'. Well, he went to court; he told the magistrate the same thing and was just astounded to find out even the judge was too stupid to know he didn't need headlight bulbs on his car in the daylight.

It's not just a headlight any more. High intensity, halogen, led, blue, white, OEM or upgrade. Cheap or expensive or really expensive. A lot of new stuff is out there. It used to be plug and play, but now a little research can make a lot of difference in what you see after dark.

Thought that only applied to screwdrivers.
Are you sure you need a headlight? Maybe the fluid just needs to be changed. 
You must have had low IQ drivers out there. Had you caught one of us rednecks with no bulbs in headlights, you would have been filling out a report on stolen light bulbs. We would have even thrown in a suspect, of someone we had a beef with.
