"May issue" is typical of the nice-sounding liberal ideas that look good on paper. Might even work if done honestly. Ok, when everyone has stopped laughing....

I think the only way NYS could pull a pre-emptive fold would be to eliminate the "may" part. Even then, court orders would be needed stop the administrative obstacles the antis in the bureaucracy would use to enforce their will on everyone else.

That "may issue" is fertile ground for corruption, and that should be part of the argument, as well, in my view.

Paul Clement, the lawyer on the Petitioners’ is the NRA’s regular lawyer.

Living 60 years in NY, belonging to both groups and surviving the SAFE Law. Going to numerous rallies in Albany, meeting with legislators in their office.
Shout out to S.C.O.P.E. another group who led the SAFE fight.

The particulars fall into politics, not going there.

Let’s hope for a win either way.

Did not mean to argue. The local groups in NYS seem to be working very hard in a hostile legal environment.

However, when I see the term "heavy lifting" in the legal context I think about who it is doing the legal research and writing the court briefs and other filings. Here it seems that it is the NRA's go-to lawyer, Paul Clement, so I assume it is the NRA doing the court related "heavy lifting" in this particular Supreme Court Appeal.
