But I would suggest that General Powell be postumously promoted to the rank of General Of The Army.
Symbolic? Yes. Deserved? Yes.
Let history log and remember him at that rank along with men like Nimitz, LeMay, and Marshall.
LeMay never got a fifth star, he retired with four. I don't think the AF has ever had a fiver.

As noted above, LeMay retired with 4 stars. Maybe you meant Fleet Admiral William D. Leahy?
Greatest respect for General Powell, but I don't see anything in his military career warranting a 5th star. His political service doesn't apply. Desert Storm was little more than a regional skirmish compared to the total global war that the WWII 5-stars went through.
Besides, the five-star ranks were retired in 1981 on the death of General of the Army Omar Bradley
