The Federal made 38 Spl +Ps with blue Nyclad bullets and nickel cases were issued to the FBI back in the Seventies. I still have a very small stash of them I keep for social work if needed.

Bayou Bullets was, I believe, the first to offer the Hi=Tek coated bullets. The company is owned by the brother of S&W Exhibition Shooter Jerry Miculek.
I was the original owner Bayou Bullets. I was also the original importer of the Hi-Tek coatings.
I sold the casting company about 6 yrs ago and the coatings company about 18 months ago.

The original Nyclads were black. They changed to blue after the KTWs came out.I think one of the reasons for the decline of the Nyclad bullet was the introduction, in the same general time frame, of the KTW(?) Teflon coated bullets that looked similar, and were referred to by some as "cop killer bullets" because of their advertising, and supposed ability to penetrate bullet resistant vests.
