There's always the factory. If you're willing to ship, there's Tarnhelm Police Supply in NH (Rick Devoid, S&W armorer) and Alex Hamilton at Ten Ring Precision is TX.

If you're talking carryup issues, that's likely the hand thickness.
 
If you are in the Richmond area, you might check with David Sams out at Cartersville (Cumberland County). He does a variety of jobs on guns from bolt action and “black” rifles to revolvers and auto pistols.

I'm in the Shenandoah valley. Had a real good smith (Richard Fletcher), but he pulled up stakes a good while back. Hoping to find someone close by, and prefer not to ship......
 
I recommend a S&W Shop Manual (about $45 on Ebay) and a beater model 10 from someplace like Centerfire Systems and a hollow ground screwdriver that fits the side plate screws.

Most problems are actually not that hard to fix, actual revolver smiths are getting to be hard to find.

First thing I always check with a timing issue is clean clean, then endshake, then the hand. Also if the gun doesn't carry up before releasing hammer, does it do with empty cases in chambers. If its empty the extractor might move enough that it fails to carry up, while it carries up while loaded. The first is not a true fault. Excess end shake allows the cylinder to move forward slightly and then the hand slips by the tooth a bit sooner. Easy fix. Over sized hands are available. Midway has them for about $19 for factory oversized up to $33 for Power customs

If you go to Safe Side in Roanoke, be prepared for a very lengthy wait… and their smith is currently recovering from a joint replacement medical procedure which will add to your wait time.
 
What Steelslaver said. My 25-7 had that, IMO, asinine "floating" hand experiment S&W tried and the gun just did not feel right. Bought a Power Custom hand. I'm no gun smith but with patience and a lot of test fitting obtained very satisfactory results. It's not hard, you just need some good flat stones and take your time. Also per the shop manual I put a slight radius on the top inboard corner. Works great.
