I find this hard to understand . The state has to approve if you can buy a gun or not ?

Unfortunately several states, including the People's Republic of Kalifornia are like this.

A manufacture has to submit guns they want to sell to the State DOJ for safety testing. If I remember correctly they have to send 10 guns in California and pay a fee. The purpose is to ensure the guns are not a defective design prone to accidental discharge AND has all State mandated safety features, like drop safety, loaded chamber indicator, positive child proof firing mechanism and other such BS.

This is why certain models are not sold in Kalifornia. Smith MP pistols are not on the State approved list. Active Law Enforcement are exempt and can buy "off roster" firearms through approved salers.
 
I would disagree on this, but it sure sounds good when they say it.

MA has TWO rosters, only one isn't really a roster. The legislature created list has a process similar to what CA and MD require. Once a gun is on the roster, it's supposedly available for sale except for one thing.

The Attorney General has consumer product safety regulations that are different from the roster. If a FFL tries to sell a gun on the roster, but not on the AG's non existent list, she can take action against them.

Just another reason to be glad I don't live there any longer.

Yep agree with GaryS. California and Maryland are not alone. Those "torture Tests on handguns now include long guns as well. Many advertised shotguns are labeled Ma. Compliant I have noticed. Want to hunt with a semi-auto shotgun? Better be 21. Want to hunt in Ma. and live in another state? Suppose to register your gun in advance!!!
 
I think that the long gun thing is on hold, but it's not entirely clear at this point. Well, nothing is as they try to figure out how to implement the new "gun safety" law. The Firearms Record Bureau (FRB) is still working on this.

At one point the state police told instructors that they couldn't teach until there was a new curriculum. Then the reversed that.

Then they were going to turn off the transaction portal, and almost immediately reversed themselves when they realized that without a portal people could just buy and sell guns from other owners without recording the transfer.

Also, there is nothing in the law that allows or requires the state to cancel or revoke a resident License To Carry if a LTC holder follows the law and notifies the FRB and the chief in his former city of town of the move.

That's why I have a completely valid resident LTC and the state has my Texas address in it's database. :rolleyes:
