I think he mentioned creating two new holidays.

He backed off that idea pretty quickly. The plan now is reportedly to issue an additional proclamation on that day. My favorite response to the original proposal was this one from the DAV:

Oops. Big misspoke there. I don't think the millions who were fighting in the Pacific theater would be very happy with the WW2 Victory date mentioned - 8 May - VE Day, because it was not the end of the war for all Americans.
