Does anybody carry like this?

I blew the image in post 1 up. The holster itself appears to be a right hand shoulder holster, the retention strap would go across the front of the holster to keep the gun from flopping out. (See a Bianchi X15) What I can see of the harness would match that. As a certain comedian would say: "Here's your sign!" Or maybe "Improvise, adapt and celebrate your ignorance."
 
This looks like an off-duty soldier going thru the chow line in a military mess hall scenario that has been issued the gun but has no secure place to store it yet. Probably doesn't even have any ammo. Just a way to make sure it does not get stolen with him on the hook for it. So he takes it everywhere he goes until better arrangements can be made.

To me, it appears he is on the serving side so a mess cook, or whatever the current slang for belly robber.

Looks like a FOBit, either in Iraq or Afghanistan where it was required to always be armed, so this technically met that standard.
