This looks like an off-duty soldier going thru the chow line in a military mess hall scenario that has been issued the gun but has no secure place to store it yet. Probably doesn’t even have any ammo. Just a way to make sure it does not get stolen with him on the hook for it. So he takes it everywhere he goes until better arrangements can be made.
