Does smith make 10round mags for their 10 mm gun? Buddy can't find any and as we live in mag restricted state, wa, isn't buying one.

Give S&W a call. They make a CA. compliant FS 10mm which comes with 10 round mags, so they should have them.
A link below for a mag block insert that can held in place or epoxied in place. Might fill your needs.

Only problem is that OP has to first acquire a 15 round mag
and just about every vendor you could go to right now has statements on their webpage usually right underneath the photo and description of the mag, stating that they will not ship to any banned states and most of the country pretty much knows which states those are so it's common knowledge.

The above link is also a perfect example of a vendor not wanting to ship to any band states because under the 15 round magazine option it states it will not sell to a list of US states who have magazine capacity bands. This is what you will see on any vendor's site who is selling mags.
I have also emailed S&W several times and they still don't make a 10rd mag for the M&P 10mm.
