15-4 with odd rack mark

I have a 2" 15-4 with the rack mark on the side plate that appears to be ITF 7. Anybody ever see this mark? I have no idea what it could be.

Most likely the organization, division or unit number. Nothing that I'd say was factory a marking.

No, certainly not a factory marking. Just wondering if anyone could lD the organization or unit.

A photo would help. Without PD or SO in the stamping, possibly a company, private security agency, foreign government or ?
