I'm thinking of having a model 19 barrel cut to 3" with a weigand sight ramp installed on a heavy barrel model 15. I'm curious how well the barrel to frame contour will match.

I'm thinking it probably won't. The 15 cylinder is shorter than the 19, and the part of the 19 barrel that's inside the cylinder widow (the forcing cone) is shorter. Unless you plan on adding a 19 cylinder, too.....
...or maybe you plan on having the shoulder of the barrel turned down to extend the threaded portion of the barrel.
All in all, a nice idea, but you'd be getting into some expensive territory.
 
Model 19 barrels are extremely difficult to find, you might consider selling it and getting a model 15 barrel to cut down.
 
Are you trying to make a 2" 15 snub a 3" gun or trying to shorten a 4" 15-5 Heavy Barrel ?

Besides the 19's forcing cone being too short the 19's ejector rod shroud will overhang the 15's frame .
Also the money you sill spend changing your gun can be used to buy something very close to what your trying to accomplish IMO.
 
The Model 15 barrel is a 4". I purchased a used model 19 barrel that is a 4" its a little rough on the exterior but has a good bore. I like the shroud on the 19 barrel. I realize the shoulder will need set back a little. This will be a carry gun so I will duracoat it. I have a model 586 3" but its a little heavy for everyday carry.I will also have a ball detent installed in it so I won't really need the barrel latch. I was mainly curious how well the shroud area of the barrel would mate up with the yoke on the model 15.I think I'll go for it and hope for the best.
