Please don't take this the wrong way, but what do you define as hoarding? If hoarding is owning enough ammunition to use in defense of your home and family during a civil disorder, then I'm probably guilty (and I have no problems with that whatsoever).
I buy ammo because what I see and hear tells me that some or all of it may be in short supply or even un-available at some point in the not too distant future.
People, things have changed, and I'm not sure they're ever going back the way they were before. I'm not willing to bet my safety and the safety of those I care about on the optimistic thoughts of people who think this is only a temporary situation.
I don't buy ammo that I can't use, and I don't buy it to sell later at a profit. I'm also not going to depend on the local china-mart to have a box of .38 spl in stock if the SHTF.
