Good news is that this is fixable. Basically the decocker is Ill-timed and the pistol believes you are asking it to decock (even though you are not.)

Better news is that probably the next two guys who post will tell you what needs to be done to fix it.

Bad news is that I cannot tell you that info 🤣 apologies.
 
Checking online may have solved my concern. This 39-2 has been almost forgotten in safe. When decocker switch is down and slide pulled back and slide released hammer falls when slide is in home position. If switch is in fire positing hammer stays clocked. This sound right?
That's the way it's suppose to work.
 
Safety/decocker is most likely in the down position, which drops the hammer. That's the design so it can be carried with a round in the chamber and the first round is fired double action.
