40 Cal.Magazine Question

I recently purchased a 4003TSW 40 cal. atlanta police marked.It has three factory mags with it.I originally thought they were 10rd mags.But the other night i noticed that on the opposite side of mags that says 10 they say 11.

Well i thougt cool these are 11rd mags.So i loaded a mag up and getting 11th round in mag took some help from a mag loader and some effort.

Then when i insert the mag loaded with 11rds into gun without slide back it really took some effort to insert mag pushing very very hard.If i remove 1 round making it 10rds it inserts into gun without slide back with ease.If slide is back mag loaded with 11rds inserts without effort.All three mags have blue followers and are marked up to 11rds.

I am puzzled don't understand why it takes so much effort to insert mag into gun with 11rds loaded and slide not back.Any help appreciated.

Normal operation, the slide pushes the top round down about 1/8" so it can catch it when it goes forward. So as hard as it is to put the last round in you're pushing that much harder to lock the mag in place.
