Yes you are correct. In fact my wife lived not far from there in the early '80's and thinks she knew the State Trooper in the Troopergate nonsense.

I would recommend a sourdough pancake with teh inside out straps so you can use it both IWB and OWB. Then get a nice belt from www.thebeltman.net
1.5" horsehide is what I use with the simply rugged holser and have no problems carrying a 4" N frame all day.

What a person considers as too heavy for constant carry is quite variable. I have carried steel N frames and 1911's without too much discomfort. One's build and the type of holster and belt used makes a world of difference. You should try it before going to something else if you shoot it well. If you ever really need it you will find the weight helpful.

I routinely carry a full sized M1911 IWB and have no problems doing so. I think the people who do, indeed have a less than optimum belt/holster combination. I use a Bianchi belt I got from Midway and Don Hume 715Ms for all of my guns. To carry a decent sized gun, you really need a stiff belt of a reasonable size.

The only time I leave the house unarmed is to exercise in very hot weather. The smallest handgun I own is a Smith 36.

I'm a fan of the .44 Special, but I don't own a .44 that I could easily IWB (my 4" 29-2 is iffy, and obviously my 6" is out of the question). Back in the '70s, a friend owned a Charter .44 which he liked a lot. When I get working again, I might consider one of those if I can find a well put together one. I wish the Tauruses were still being made. I can't consider the current Smiths because I won't use any Smith with the current lock for self-defense.
 
I carry a S&W Lew Horton Mdl 24-3 which is a 3" round butt N-frame. The best holster I ever found was CABO (Carry A Big One). it keeps the cylinder above the belt line. The IWB straps can be spread on 5" centers which really keeps the gun stable. I use a 5.11 tactical belt which is plastic reinforced inside and it's an inconspicuous dress belt. Heavy duty and they are both very reasonably priced. they both have good web sites.
 
For a low price, I have a CharterArms .44SPL Bulldog Pug w/2.5" barrel. It is light-weight and for the money not too bad in quality. It is not gonna be shot all day. I also have a 696 no-dash that is at my bed-side and I would shoot all day. It is a matter of choice and pocket-book.
