The gangs are deeply entrenched in city "government" AND the police.I'm just afraid that Chicago is one of the cities where the gangs are too entrenched and the gang culture too pervasive for much success in trying to control them.
Just like how cocaine and heroin are illegal in all states, and now we can't get any and you never seen any on the streets? Oh, wait....
There are more guns in Wyoming than Chicago. Yet no slew of shootings here. Maybe it is something other than guns at work.

Robberies, rapes and murders are happening in the formerly "safe" tourist areas like the Loop and N. Michigan Ave.
The safest place to be is on the far side of the "Welcome to Indiana" sign and heading east.
