When you do get it open, is the thumb piece free to move back and forth. If so the problem is probably fouling in the center pin and extractor area.

Press the center pin while cylinder open and see if it depresses with moderate pressure(can be done with your finger) Check the extractor rod is tight(left hand threads) Debris under extractor will bind when dirty.Good cleaning may be all it needs.

The short answer is to send it back to Smith if they built it that way.
That said, since you have two like 63's, I'd be tempted to swap cylinder /crane assemblies quick and see if the problem transfers with that hardware.
Beyond that, I think your next option would be to open it up for some smoothing and a look see. ( And maybe a 14# rebound spring while your in there.)
